I manage programs from the block diagram up. 13 years on RC-135V/W airborne systems — RF receivers, HF/SATCOM datalinks, network architectures across Linux, Windows, and Cisco, on SIPR/JWICS/SAP networks — gave me the engineering vocabulary. Serving as PM and OT&E SME across a $4B NC3 operational test portfolio gave me the delivery record: 32 national-level test events where the technical detail and the program schedule had to agree.

Engineering + Delivery
The NC3 test portfolio was the proving ground. Taking a $460M mobile NC3 system from requirements through fielding decisions meant translating between engineers debating receiver performance and decision-makers who needed a schedule and a confidence level — in the same meeting. The test events themselves produced hard technical evidence: 113 adversary threat messages captured, strengthening a $1.2B nuclear warning mission set.
That pattern — deep enough to challenge the design, organized enough to ship it — is the whole TPM job. I’ve since applied it to enterprise IT: 7 modernization initiatives delivered while supporting 52 C2/ISR test programs and 85+ active projects.
Where It Was Built

- Led 7 IT modernization initiatives — tripled classified (SIPR) workstation capacity and deployed enterprise tooling across 85+ active projects.
- Kept the technical enterprise funded: $2.4M operating budget and $4M in contracts supporting 21 contractors and 52 C2/ISR test programs.
